Our honorary Prime Minister Shri. Narendra Modi Ji has launched SVAMITVA Scheme for distributing the property cards to the landowners by sending links to the mobile phones of the landowners. After receiving this link, landowners will be able to download these property cards in digital mode. For this, they will need to start collecting data from the landowners.
Government of India has launched Pradhan Mantri SVAMITVA Scheme so that the citizens of India will be able to download their property cards in digital format without visiting any government office for receiving this. They will just need to open the links which will be sent by the government authorities after conducting a survey for the collection of information.

Objectives Of PM SVAMITVA Scheme 2024
One of the foremost objective of launching the SVAMITVA Scheme is to provide the details of the land to the landowner or property owner in the digital mode so that the property owner will not have to waste his/her time while visiting the government office for collecting their property details. Applicants will be able to easily download their property details.
Another objective of launching the PM SVAMITVA Scheme is to bring transparency and accountability in the work of fetching land details from the land department among the citizens of rural areas. Sometimes, rural people get cheated because they have not had any awareness about their ownership rights. Through this scheme, they will get aware of their ownership rights.
Implementation Procedure
Government is soon going to conduct a drone survey in each and every district of the state of Haryana. Deputy Commissioners will be informed soon in their respective districts. Department of Revenue will be held responsible for the preparation of the property records. After preparation, property cards will soon be getting distributed among the landowners.
Supervision Authority
For the successful implementation of this scheme, Drafting Committee will be soon constituted so that the legislation work will take place smoothly. Before passing any law, a draft form of the law will be prepared by the members of the drafting committee and then it will be soon approved by the cabinet.
E-Bhoomi Portal
For providing easiness in the work of fetching information and details regarding the land or property that is owned by the property owner, government has launched e-Bhoomi Portal so that the landowners will be able to get download their Property Cards just by entering asked details in the required columns.

Around 22 Lakhs Of Rural Citizens Have Got Benefit
Many states have been covered under this scheme; around 22 lakhs of rural citizens have been able to get benefits under this scheme. These citizens are from the state of Madhya Pradesh, Uttar Pradesh, Maharashtra, Uttrakhand, Haryana, Punjab, Karnataka and Punjab that was recently covered under this scheme. Applicants can access E-Gram Swaraj Portal for viewing information related to their land.
Budget Of Expenditure
For the successful implementation of this scheme, the government has allocated an amount of 913.43 crores. This form of the budget will be transacted into 2 divisions: –
- Rashtriya Gram Swaraj Abhiyan = Rs. 593 Crores
- Ministry of Panchayati Raj = Rs. 320 Crores
About 500 drones will be deployed for the conduction of survey.
Facilitation Of Land Mapping
For the facilitation of Land Mapping, government is soon going to set up Continuous Operating Reference Stations in the states of Punjab, Rajasthan, Haryana and Madhya Pradesh. These selected states will be assigned the task of land mapping as well as the collection of property data. Around 210 no. of stations will be set up across these states.
Survey Conduction Process
The process of Survey conduction will be started soon with well defined clearly steps. A GPS Drone will be set up under which the area of each house built in the village will be recorded with the help of geo-tagging. After conducting a survey, a unique ID will be provided to each household.
Land Mapping Process
Land Mapping process will soon start after the conduction of the survey process. For this, the concerned authorities will start encircling the designated area by applying lime. After applying lime, a picture of that land will be taken by the drone. Then, the map of the land will be prepared with the use of the computer by the assigned officials.
Filing Of Objection Plan
After the conduction of the survey process, citizens of the village will be soon informed. After getting informed by the governmental authorities, they will be considered eligible to file objections. The minimum time limit to file this objection is must be 15 days and the maximum time limit for this is must be equal to 40 days.
Grievance Redressal Body
Gram Panchayat will be designated with the work of grievance Redressal. An official of Gram Panchayat will make sure that no one will be left to resolve their complaints concerning the disputes of land. Gram Panchayat will be held responsible for bringing transparency and accountability to the implementation process. Every dispute regarding the land will be resolved by the Gram Panchayat.
