Mukhyamantri Saur Krishi Vahini Yojana 2024
Saur Krishi Vahini Scheme has been launched by the Maharashtra State Electricity Distribution Company Limited under the implementation of the Government of Maharashtra. By applying under this scheme, farmers can lend their land in return for getting the lease rate for a time period of lending. Farmers can also install solar pumps for irrigating their lands by availing the facility of subsidy on the installation.
Mukhyamantri Saur Krishi Vahini Yojana has been launched under the Government of Maharashtra in order to provide 12 hours of electricity so that the farmers will be able to irrigate their lands as well as able to get the electricity facilities. A target of covering 1 lakhs of eligible farmers has been set up by the Government for providing solar pumps.

Objectives Of Saur Krishi Vahini Scheme 2024
One of the foremost objective of launching Mukhyamantri Saur Krishi Vahini Yojana is to provide 12 hours of electricity at the lowest costs so that the farmers will be able to irrigate their lands with solar pumps provided to them. They can also lease their land to the government for the installation of solar pumps.
Other objective of launching the Saur Krishi Vahini Scheme is to make the farmers capable of purchasing solar pumps and then installing them for the purpose of irrigating their lands by availing subsidy on the installation of solar pumps. Farmers will be able to save some money and will be able to reduce the spent amount on the purchase of crops.
Implementation Procedure
NVVN will be invited bids for purchasing lands for setting up solar power projects. The tenure of the lease agreement will be for 30 years. Lands will be selected at various locations which fall under MSEDCL tenders. After the selection of the bidder, the agreement will be signed in between the bidder and NVVN for the purpose of borrowing land.
Allocated Budget
For the successful implementation of MSKVY, the Department of Energy Resources has approved the budget for the installation of solar power pumps. Amount of Budget has been allocated for 2 segments as per follows:-
- Rs. 2500/- Crores = Road Lighting
- Rs. 1200/- Crores = Domestic Consumption
Within this allocated amount of budget, the government will also start putting emphasis on the reduction of electricity bills so that the least amount will be paid out by the farmers while irrigating their lands.
Lease Rent For Allocated Land
The lease rent will be based on the size of the land. The tenure of the lease agreement will be for 30 years so the time consideration is also a factor for considering the amount of lease rent. Rs. 30000/- per acre per year will be paid out by the Government to the selected bidder.
Generating Power Capacity
List of the solar pumps will be prepared by the MSEDCL. Within 5 Km of the distance between each substation, the solar projects will be installed. The power capacity of each solar power pump will be from 2 to 10 MW. Solar Power Pumps will be installed at the dominated areas where the land has been leased.
Important Guidelines
There are some important guidelines regarding the lease agreement procedure that have been issued by the government as per follows: –
- Rendering authorization letter to one of the landowner is mandatory in case if there are 2 landowners of the same land.
- Uploading of latest original documents of land is required.
- Maharashtra State Electricity Distribution Company Limited (MSEDCL) will issue beneficiary ID to the authorized person which has been selected as a bidder for leasing land.
- Processing fee will be charged for the bidder which will be Rs. 10,000/- along with the 18% GST for the further process which should be paid out by the bidder at the time of leasing land.
- Applicant will required to again uploading the documents in case if there are any discrepancies are found while scrutinizing the application form.
- Presence of the selected bidder is must at the time of join survey of the leased land.
- MSEDCL will carry out its discretion while finalizing the land for the installation of solar power pump.
- Bidder must give clear title while leasing land to the MSEDCL on a lease basis.
- Leased land must be free from any type of mortgage of lending debt.
- Lease rate will be paid out by the government on the basis of size of the land as well as the tenure of using it which will cost at Rs. 30,000/- per year per year with a yearly 3% surplus.
Application Fees
At the time of tender, the selected bidder will be liable to payout the processing fee while signing the leasing agreement. He/she will have to pay an amount of 10,000/- as processing charges with it, he will also have to pay 18% of GST based on the principal amount for the further process which will be required at the time of the application procedure.
